Add a "create dashboard" button

Problem to solve

In Grafana, you can create and import dashboards; the shortcuts are readily available on the toolbar to the left

We should consider having those buttons/shortcuts in the monitoring dashboard; as we already have the "Add Metric" "Edit Dashboard" on the toolbar at the top of the dashboard
