Filter participants on individual Issue and Merge Request view

Description

Allow filtering of the faces displayed in the participants list for Issues and Merge Requests

Some issues have hundreds and upvotes and subscribers which leads to a massive list of participant faces making it difficult to discern whether a user that you want to include in the discussion is already a participant.

Proposal

Add a username/name filter above the participant list to exclude users that don't match
