Always show the Design Tab on Issues but indicate the LFS is turned off or wrong tier

As a user, I need to understand why the Design Tab is not showing up for me if LFS is turned off for my repo and I am unaware.

- This issue seeks to build awareness about the technical aspects of LFS (Large file storage) and the correct tier
- GitLab LFS (Large file storage) currently defaults to on for new instances and is enabled on gitlab.com
- This will contribute to our Direction by getting more users by guiding them to the feature
Proposal
- Support "always on" by showing the Design Tab by default even if LFS is off or am in the wrong tier
- This will increase awareness of the feature
- When clicking the Design Tab, show a message that indicates how to turn on LFS show the following message
- IF ( correct_tier==false OR lfs==false )
- Show the following message with correct links
- For designs to work, you need to have

- Track increase in Design Tab views
