Group features scoped to personal namespace

• A user's namespace is essentially a group.
• You have personal projects within that "personal group"
• But you don't get the benefits of all the group features in personal group.
  • You can't have a group issue board that contains issues from all personal projects.
  • You can't have group epics that contain issues from those personal projects.
  • You can't subgroups within your personal group.
• If we have the concept of the personal group/namespace, these analogous features can be built out.
• Other features such as milestones and labels could also be at this group level.
