Make general comments against a Merge Request appear at the top of discussion

tl;dr; People don't scroll to the bottom, that's why there is TL;DR in the first place!

General comments against a MR need to be kept at the TOP (i.e. sticky) of the "Discussion" tab, not at the bottom!
