Boards > Permanently scoping boards across the application

Currently with boards that persist filters (milestone is a good example), you cannot easily edit the filter to change the scope.

Ex. If you are in the "UX 10.3" board, for example, and want to quickly check out what's in UX for 10.4, you can't do that without switching to a 'blank' board. This means you have to re-set up the columns and then scope specifically to 10.4.

We could allow users to temporarily change the scope of the board. Are there consequences to allowing the user to change a permanent scope temporarily? Should boards be scoped permanently across the application?
