Rethink the way groups and subgroups are shown in dropdowns.

After gitlab-ce!15294 groups and subgroups presented in dropdowns look like this:

This could probably be improved by showing groups in a nested fashion, that could prevent us from showing an extensive list when searching for the parent of a huge tree.
