Branches/tags hidden under ellipses on commit page

On the commit page, we hide branches and tags under the ellipses. It seems like we do this for everything after the first branch. However, if there are only 2-3 items, we should just show them all instead of making the user click to expand.

This is also the case when there are too many branches and tags. We will show [Branches unavailable] [...] and then expanding will show [Branches unavailable] [Tags unavailable]. We should just show both.
