Move Settings for CI/CD and Operations to the CI/CD and Operations sidebar items
Problem to solve
If you are focused on an Ops or CI/CD workflow you have to go to another non-common menu for adjusting the settings for those workflows.

I think we have Configuration in the Security / Compliance already.
Proposal
Add Configuration to CI/CD and Ops left sidebar menus that link to the relevant Settings (if available)
