Geo: Create empty states under the selected tab

Problem to solve

Currently, we don't show message or illustration when users select tabs without any content.

/projects, /uploads, and /designs

It is recommended by the design guideline to use messages or illustrations if it is needed. It makes better communicating to the user that there is no content to load and what action they should take next.
