Update the Main Left-Side Navigation for the Package area to better reflect the product offering

Problem to solve

The main navigation, located on the left side of the GitLab user interface, currently has a "Packages" header which will (shortly) possibly contain:

  • List
  • Container Registry
  • Helm Charts
  • Dependency Proxy

As the Package stage feature grows and matures, the label "Package" might not continue to be appropriate. Users, durring a recent round of research, have commented on the navigation disconnect.

Proposal

Change the navigation at the highest level from Package to Packages & Registries to better represent the features included, especially when you consider the addition of Helm Charts. We also exchange List for Package Registry.
