Provide a "New Project Wizard" experience to leverage the additional Project Settings

Problem to solve

As a User of Projects,

I'd like to have the option to be guided through all the possible settings I can apply to a new project,

So that I can learn about all of the functionality GitLab provides and choose whats best

While recording a product demo, @gweaver mentioned this. We provide a ton of configuration options for Projects, but don't surface them to users effectively. The New Project flow only provides a couple options:

Proposal

Some sort of "wizard" or guide option when creating a New Project would help communicate all the possible options and value we offer for Projects, and help users pick the right options for their project.
