Image discussion in Issue view

Description

Image discussion should be available in issue view. I'm not sure if it's just currently a bug that it's not working, since it's such an obvious use case, unless I'm missing something.

What is it? Allow image discussion in an issue

Why should someone use this feature? Many use cases, including mock ups for a feature request, pinpointing rendering bugs in a screenshot, etc..
