Fix border on row hover

While I think the blue looks nice and brightens things up a bit, I think the extra borders we use to change the active borders to dark blue look sort of sloppy, especially when the row is being hovered over (there's probably a better way to implement this, if we decide to stick with the blue). Maybe we could change them to a gray, similar to our new dropdown hover color:
