Placeholder text for for comments and issuable descriptions

Description

Currently, when you create one of the following objects, the description textarea placeholder is Write a comment or drag your files here...:

• Epics (EE)
• Issues
• Milestones (in this case it reads Write milestone description…)
• Merge requests
• Snippets

This is the same placeholder as the comment form.

Proposal

To make all of them consistent and simplify, all description and comment textareas and should have the same placeholder text: Write or drag and drop files.
