Add ability to create comment templates

We currently have issue templates. It would be nice to have comment templates as well. For example, the monitor team has async deliverable updates in a copy and pastable comment template: https://about.gitlab.com/handbook/engineering/development/ops/monitor/health/#weekly-async-issue-updates

I'm not sure if it would be valuable for other teams and other use cases but it would be super helpful for my team
