Link Jupyter Hub Notebooks for Releases

Problem to solve

As a part of researching Executable Runbooks, we found some users have Releases being executed from scripts within Jupyter Notebooks. Being able to support his natively in runbooks could be extremely useful for enterprises using this feature set.
