Use state to reference current tab instead of window
The following discussion from !23123 (merged) should be addressed:

@jboyson started a discussion: Editors note: I'm not a fan of referencing window like this, but this is how the logic was currently so in the spirit of iteration I'm leaving it alone. There is a reference to the current tab in state already so we should probably be using that.
