Add pages_access_level to projects GraphQL API

In !23176 (merged) we added pages_access_level to REST API, it would be nice to add this attribute also into GraphQL API (same as we expose other access levels).

  it would be cool to update also GraphQL API (https://gitlab.com/gitlab-org/gitlab/blob/master/app/graphql/types/project_type.rb#L69) but I think a separate follow-up issue would be best.
