Edit Profile image: no error when uploading exceeding 200KB

Description of the problem

When trying to set a profile image >200KB, the image is accepted and Update Profile Settings completes with a success message and the profile image appears to have changed. Upon refreshing the page, the image is back to the previous one (if any).

Which Group/Project (with full path) is experiencing the issue?

Describe what you were doing right before the issue occurred.

1. Go to https://gitlab.com/profile
2. Upload a profile image >200KB
3. Edit image size etc in dialog
4. Click Update Profile Settings
5. Success message shown and new profile image shown on page
6. Refresh the page or visit https://gitlab.com/
7. Image is back to the old one.
