Ensure copy on new project page makes sense when disabling features by default on the server

We currently include the following copy on the new project page:

All features are enabled when you create a project, but you can disable the ones you don’t need in the project settings.

If a user disables a feature by default on the server, we should update the copy to make sense. Alternatively, edit the copy so that it fits for both circumstances.
