Reconsider the placement of the Add function (+) that is currently in the top nav

Description

The 'New Issue' action currently resides within the + dropdown in the top navigation. It might be nice to have it available from the sidebar on projects and groups so if you're focused on navigating through that method and overlook the top navigation you have the quicklink right there.

It's been noted that the current location in the top nav doesn't have good adoption. But is this because of where it is or deficiencies in how it functions?

Proposal

Add a 'New Issue' menu item to the sidebar menu under Issues for projects & groups;

What is it? An additional menu item. Why should someone use this feature? To reduce clicks, and some users are unaware of the top navigation. What is the underlying (business) problem? Reduce time by introducing an additional shortcut to the 'New Issue' action. How do you use this feature? Clicking the new menu item takes you to create a new issue for the project or group.

Use cases

Anyone who creates issues, but more novice users who aren't fully aware of the Add (+) menu in the top bar.
