From label, navigate to project merge requests list or group merge request list

Description

• When you have a label, provide an affordance to navigate to the project merge requests list or the group merge requests list.

I'm pretty sure I had reported this in the past, it was fixed and now I see it again. Found it https://gitlab.com/gitlab-org/gitlab-ce/issues/3007!

Summary

Merge requests labels point to issues labels.

Steps to reproduce

1. Go to a merge request that has a label in the description, comment or a system note.
2. Click on a label
3. You are directed to the issues label and not to the merge requests
