WebIDE: New/upload file drop down is missing for sub-directories

I opened up the WebIDE to make changes to the www-gitlab-com
project and noticed that the drop down to add a new file or directory is missing for sub-directories. This occurred in Chrome Version 79.0.3945.117

- Open the webIDE
- Expand a parent folder and try to find the element for sub-directories
