Toggle Children Epics and Issues to Confidential
Problem to solve
As a User of Confidential Issues, I need to organize them into an Epic that is also confidential, So that I can easily organize shared work and provide the proper context and information at the Epic level

Proposal
When a user toggles an Epic's confidentiality, we should prompt them to toggle for children epics and issues as well:
- If I set an epic to confidential, all of the issues and epics under it would also become confidential - perhaps this is a user decision at the time of setting it (ex: "Would you like to make all epics and issues under this epic confidential too?" )
- If an issue was previously confidential and is under an epic that becomes confidential and then back to public, the issue that was originally confidential remains confidential
- If an issue was previously public, and is under an epic that becomes confidential and then back to public, the issue that was originally public goes back to public
- If an issue that is public is moved to confidential epic, it becomes confidential
