Update an existing Epic to be Confidential
Problem to solve
As a User of Confidential Issues, I need to organize them into an Epic that is also confidential, So that I can easily organize shared work and provide the proper context and information at the Epic level

- Parker (Product Manager)
- Delaney (Development Team Lead)
- Sidney (Systems Administrator)
- Sam (Security Analyst)

Allow users to toggle if an Epic is confidential or not via the sidebar, similar to how it works for Issues now:
Prerequisities
- epic can be made confidential only if it doesn't include public issues or epics
