omnibus installer needs to be able to use the native system OpenSSL for FIPS compliance on Federal systems

I spoke to a Systems Integrator (Onyx Point) and they need the above request. FIPS Compliance is a security requirement for all government agencies. This might not be an issue for smaller users but as we grow, this could be a big problem.
