Add ability to dismiss a notification broadcast message for a user

Follow-up on gitlab-org/growth/engineering#2601 (closed)

The new notification messages overlap the content of GitLab. We therefore want to have a way to dismiss those messages. Using a cookie to save that a message should be hidden is enough for now.
