Problem to solve
If a user cancels a pipeline but wants to rerun the pipeline without creating a new commit, we should make these easy. There is a Run Pipeline button from the pipeline, but users are unaware of this

Issue born out of our own dogfooding
I’m not sure if this is a merge_train issue or not. But I have gitlab-org/ci-cd/custom-executor-drivers/autoscaler!69 (merged) which I can’t seem to merge. The pipeline was cancel by me (I just removed it from the merge train queue, becuase I found an additional question after adding it to the train) but now I’d like to merge it but I can’t and I can’t seem to be able to retry the cancel pipeline/jobs. How do I actually merge this MR without pushing a commit?
Proposal
If the pipeline is cancelled (by the user) - enabled “Add to merge train” button from the merge request again so that it runs the pipeline
