Add "new related issue" button next to top issue buttons

Everyone can contribute. Help move this issue forward while earning points, leveling up and collecting rewards.

Right now, our workflow is that an issue is done when it's closed, and it should never be reopened again.

When testing, this is quit the hassle when business finds a regression on an issue, and they now always reopen the issues again and add a comment.

Expected workflow

  • create new issue (with the text they'd otherwise put in the comment)
  • relate that issue to the parent issue

Proposed solution

This can easily be resolved by a button on top of the issue, next to Reopen issue. That button should

  • Create a new issue, related to the closed issue
  • Propose a summary for the new issue's text - as happens with "Resolve discussion in new issue"
  • Add the new issue as related issue to the closed issue

Actionables

  • Add mode to open new issue based on other issue
  • Add project setting that does not allow to reopen issues

*After analyzing the existing issues, I could not find anything related, so feel free to close this issue when this change already is WIP.*w
