Incorrect Timezone used for issue creation popup

Summary

When creating a new issue it shows correctly "less than a minute ago", but if you hover it it shows the date/time in UTC. Elsewhere, for example when commenting on issues, the correct local user's TZ is used.

Steps to reproduce

1. create a new issue
2. look at the "less than a minute ago" and then hover over it

Here's a screen shot of a fresh comment, showing the correct TZ used:

And here is a newly created issue, showing that UTC was used. It is now 11:34 AM in my TZ.
