Scale a GKE cluster manually

Description

We let you link a Kubernetes cluster to your project (and eventually group), and we have an issue to monitor that cluster, but how about actually administering it?

Proposal

• For GKE-provisioned clusters, offer simple slider to scale up/down cluster
