Market file locking inside EES

• While a user is in an EES instance, market the file locking feature inside GitLab itself.
• Perhaps the lock button is already there, and a user clicks on it, there is some marketing.
• This will help introduce features not available in EES to EES users, and help them make the decision to go to EEP if they desire to do so.
