Cluster details > Split content into tabs

Background

The cluster details page currently includes a mix of sections including the DNS configuration, integration status toggle, available GitLa managed apps, cluster details and the interactions related to the cluster.

Scope

This issue is about exploring the redesign of the page to improve the cluster information and state visibility, improve the discoverability of actions and add the ability to scale the GitLab managed applications offering.

Solution proposal

The current decision is to go with tabs.
