Create an Analytics area in the navigation sidebar for groups

Problem

Analytics features are currently scattered over a few areas of the group sidebar:

  • Group overview: Contribution Analytics, Insights
  • Issues: Analytics

This makes relevant analytics features hard to find. To help with discoverability and provide a clear place for analytics features at the project level, we should consider reorganizing the sidebar.

Proposal

Introduce an "Analytics" sidebar item at the group level. Move these features to be under this new item:

  • Contribution Analytics
  • Insights
  • Issues Analytics (currently "Analytics" under "Issues" item)

The group-level version of Cycle Analytics/VSM and Productivity Analytics will also go here.
