Feature Request: Use "frequently visited" projects from navbar to seed other project dropdowns.

The new menubar's projects dropdown contains a "frequently visited" section that retains a list of projects within the browser's localStorage.

Since we are already collecting this data, I think it would make sense to use it in other places as well. Like, for instance, the "create new issue" dropdown should show frequently visited projects first:
