Validate duplicate broadcast message texts

Recently we came across this issue on gitlab.com

Several team members thought this was a Frontend bug when in fact it was the administrator who created the same banner message multiple times.

I think we should consider doing validation on the message so that an admin cannot create the same banner message multiple times during the same time interval. When a user sees multiple banner messages with the same text, the banner loses meaning and creates more UX noise
