Improve Code Intelligence visbility

Description

The Sourcegraph powered code intelligence is exciting, but because it tightly integrates with a third party user opt-in is important (especially in the wake of a recent telemetry backlash)... This severely hurts the visibility of this feature.

Let's find a way to let users easily opt-in to this feature when it's available.
