Summary

When mentioning a JIRA issue URL in a MR, I expect it to be detected the same way it's detected when the issue identifier is used (e.g. PROJECT-33)

Steps to reproduce

Create a MR mentioning a JIRA with it's full URL.

What is the current bug behavior?

Currently, if the URL is used, the JIRA issue isn't seen so hooks aren't triggered (closing it, commenting, etc...)

What is the expected correct behavior?

I guess it should be the same behaviour when the JIRA identifier is used, as we have everything to construct the full URL.

Seen on GitLab CE 3.4.5

Possible fixes

I can work on the fix if this proposal make sense.
