Error in Operations Settings if Pipelines are disabled

Summary

Unable to open the Error tracking settings after diabling the Pipelines in General Settings.

I was able to reproduce the error on GitLab.com Next + a private GitLab EE instance.

Steps to reproduce

• Disable Pipelines in a project
• Visit Operations -> Error Tracking
• Click Enable error tracking button
• Try to open Incidents

What is the current bug behavior?

• Operations entry is missing from the settings menu
• A JavaScript Error is thrown in the console
• The Expand buttons doesn't work

What is the expected correct behavior?

• Works without an error
