Context header fly-out menu

Follow up from https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13981

• The context header (project/group name) should also have a fly out menu. This was left out due to the complexity of the CSS.

• Improve header styling. Currently it uses a bold style which is same styling for active items. cc. @cperessini
