New navigation tech debt

Now that https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/13387 we have some tech debt to clean up

• Remove old templates gitlab-ce!13983
• Remove new navigation stylesheets & merge into main stylesheet
• Remove the show_new_nav? helper method gitlab-ce!13983
