Disable js- prefix css class in scss

Theres been multiple occasions where I've reviewed MRs that have css classes with the prefix js-. A lot of times, this is because the author doesn't know that we have a convention of not using those for styling purposes but only for javascript purposes.

I think it would be beneficial for us to invest some time into adding that to the linter so that the linter can catch the mistake rather than the reviewer
