Click to search in issue filter only displays correct results on second attempt

Summary

When clicking on "Press Enter or click to search" in the issue filter bar it reloads the page but issues are not filtered by the selected label on the first attempt. Only on the second attempt does the filter apply the label.

Steps to reproduce

  1. Select an attribute to filter by, e.g. label
  2. Select a label
  3. Click on "Press Enter or click to search"
  4. Observe issue filtered by random labels
  5. Repeat steps 1 - 3
  6. Observe issues filtered by selected label

Issues should be filtered by the selected label on the first attempt.

  1. Add a search button according to the guidelines documented in this issue
  2. Because we add a button to trigger the search, there's no more need to have the 'Press enter or click to search' in the dropdown that appears on focus (see below)
