Installation checklist

Description

Along the lines of https://gitlab.com/gitlab-org/gitlab-ce/issues/37044, are there steps we should be encouraging admins to do after installing GitLab? e.g. by providing tooltips, dismissible banners, gamification scores, installation checklist, new no-data homepage, etc. The idea is that there are common things most people want to do, so we should make them easy, and also, there are things we should recommend that they may not know about yet.

Two things that come to mind are:

• Runner
• Slack Notifications

Slack commands could be in this list once it's more mature.
