Geo backfill forever stuck at 75%

If I import a new project with a URL on the primary, a system hook fires to make the secondary clone from the primary. If this succeeds, the repository will be imported properly by the secondary. The backfill will never consider that it needs to download that repository. Perhaps we should update the tracking DB if we have successfully cloned?
