Generate a comment on a Jira Issue and reference back to the GitLab commit when committing on the command line against any branch

Description

Currently, the GitLab integration with Jira allows a user to include the Jira Issue ID in a commit string to generate a comment on the Jira Issue which includes a link back to the commit in GitLab. However, this capability only works against the master branch. I am not a Git expert, but I would not think many developers make local commits against the master branch and this goes against GitLab Flow.

Proposal

This proposal is for GitLab to either consider implementing this capability against any branch. I am not sure if there are caveats which would prevent this from being feasible or valuable.

Documentation blurb

I noticed that our existing documentation (https://docs.gitlab.com/ee/user/project/integrations/jira.html) actually does not reference how to integrate with Jira from local commits via the commit string. I learned about it from the use case documentation which GitLab's documentation page references (https://www.programmableweb.com/news/how-and-why-to-integrate-gitlab-jira/how-to/2017/04/25).

Overview

With this feature, developers could easily add comments to Jira Issues without leaving their development command shell.

Use cases

As a developer, I would like to be able to generate a comment on a Jira Issue and reference back to the GitLab Commit while doing the commit from the command line so that I don't have to context switch into either GitLab or Jira.
