Reduce query count of spec/features/boards/boards_spec.rb

This spec is slow -- about 9 minutes on CI.

In two places we create 50 labeled issues, just to test infinite scrolling.

1. Do we need to test this the second time with a label filter? Isn't that entirely redundant? Paginating either works or it doesn't, right?
2. Can we stub the "per page" setting so that we only need to create, say, 5 issues?
