Performance bar shortcuts does page reload even though it is not enabled

I had trouble figuring out how to enable the peek bar today. @smcgivern kindly told me that I needed to enable it in the admin settings.

The most confusing part, was that p + b did a page reload each time I hit those keys.

I propose we disable the page reload if it is not enabled and if those keys are pressed multiple times, a modal pops up with a link to the documentation on how to enable the performance bar.
