Ci failed pull request can be merged

Summary

My CI is a failure, after launching pull request can be combined with other personnel to the designated branch, I think there is no treatment in CI or not before success should not operate with movement, I don't expect this to be a person for the audit

Steps to reproduce

1. submit code
2. CI unprocessed, initiated pr
3. CI is not processed. Click merge
4. CI processing, success or failure will be merged

What is the expected correct behavior?

Ci is not a successful state. You cannot click the merge button. This button must not be operational
